This project, conducted from 2016 to 2018, examined regulatory pressure in elderly care and its impact on personalized care. Regulatory pressure, stemming from numerous and often conflicting rules, is seen as a barrier to delivering care that aligns with clients’ wishes. By reviewing literature and conducting interviews and case studies, the study explored how regulatory space can be created to balance personalized care with accountability. Findings reveal that while rules ensure quality and safety, they also pose dilemmas for care workers, who must navigate these challenges to provide individualized care more effectively.
